eligibility: The national 10U program admits league ages 7-10. League age is age attained before May 1; 2026 birth range May 1, 2015-April 30, 2019. leadoffs: Rule 9(O) requires a regular-season Mustang league to adopt one of three options: (1) unrestricted OBR leads/steals; (2) first/second unrestricted, but at third maintain contact from pitcher possession on the rubber until the pitch is hit or reaches/passes the batter; (3) all occupied bases have that delayed-departure restriction. For an early departure under (2)/(3), the runner is out and the pitch dead. Option (1) governs Mustang tournament play. No particular local option is selected here. substitution: PONY 9(L): a removed starter may re-enter once in the original batting slot; a removed pitcher cannot pitch again that game. Under 9(M), when illness, injury or ejection leaves no eligible substitute, use the otherwise-eligible last player removed; only this exception can place that player in a different batting slot. rest: PONY 10(D): ages 7-12 require 0 calendar rest days for 1-20 pitches, 1 for 21-35, and 2 for 36-50. Ages 9-12 additionally require 3 for 51-65 and 4 for 66+. Ages 7-8 have a 50-pitch daily maximum before the finish-batter provision. Rest uses the threshold at the start of the final at-bat only if removed before pitching to the next batter; the pitching day is not a rest day. safety: Respond to fatigue with rest from throwing; stop pitching for elbow/shoulder pain until sports-medicine evaluation. Coordinate workload across teams, allow off-season breaks, and teach basic throwing before fastball/changeup development.
