Rule 4(A)-(B) separately allows a league's two-year or U program and limits moving up in the U program. This profile does not choose a local roster option. Rest uses the threshold at the start of the final at-bat only if removed before pitching to the next batter; the pitching day is not a rest day. Coordinate workload across teams, allow off-season breaks, and teach basic throwing before fastball/changeup development. ASMI advises against combining pitcher/catcher duties; that safety recommendation is not a PONY catcher-to-pitcher pitch-count rule.
